VIntage Made in France Powder compact & mirror Fine Art USA Flag Ship signed CIL

Description

Unusual fine and rare perfume mirror compact, says Made in France.  Not sure of age, looks perhaps pre war / mid century.
The front has art nautical with what looks like an early American flag, and similar to French flag and maybe the Union Jack Britsh flag also hinted / depicted, the art is signed in the same paint material CIL, under magnification of jeweler's loop, no pixels, not computer / digital, looks more like a silk screen or some kind of paint, can see one color on top of another where lines cross.
There is a thin circular cardboard like material insert with the tiny regular pattern of circles that inserts lays flat on top of the metal, and if you remove that insert, you see Made in France mark below, pictures show the insert both in and removed from the case (but forgot to photo just the insert separately put aside, sorry)
Size of compact is approximately 2 3/4 diameter, not quite 1/2 inches thick.
